Prior to this he has been Deputy Head of Legal Services at the Spanish Securities Market Commission (CNMV) (1997-1999); State Attorney, Secretariat of Economic Affairs of the Ministry of Economy (1999-2000); Cabinet of the Deputy Prime Minister and Minister for Economic Affairs, Government of Spain (2000-2003); General Secretary and Secretary of the Board at Banesto, SA ( 2003– 2009); Deputy General Secretary and Secretary of the Board and Head of the Legal Affairs Department of Grupo Santander (2009-2011).
In December 2011, he returned to the public sector as Under-secretary for the Presidency of the Spanish Government. He also became Member of the Board of Directors of Patrimonio Nacional (National Heritage) and Director of Sociedad Estatal de Participaciones Industriales (SEPI, manager of the State´s industrial holdings), Permanent Assistant to the Delegate Commission of the Government for Economic Affairs and Secretary of the General Commission of State Secretaries and Under-secretaries and Chairman of the Commission for Reform of the Public Administration (CORA).
He was born in 1968 and holds a Bachelor´s degree in Law and Business Science, Universidad Pontificia de Comillas (ICADE E-3). He was admitted as State Attorney. Salutatorian, in 1996.
